He has never:
1) worn stripey tights,
2) sung about being an Airship Captain, or
3) hot glued miscellaneous watch parts and chicken bones to a bowler hat.

Frankly, that Renfield costume is closer to steampunk than most of the on-the-street SPunks I've seen will ever dream of getting.

(Although it is possible to wear stripey tights without being steampunk. They just stole that from goths anyway.)

I always thought if you sang about being an airship captain it made you prog. (Cf. "Imperial Zeppelin" by Peter Hammill) So is steampunk just prog with clock gears glued to your leather dustman's jacket?

I think for some people S.Punk is pizzicato strings and dustbin percussion, though that might be overthinking it. Plus the gears on the leather duster. And goggles.
