To answer your actual question of 'when is it?'... :D

It depends on what kind of people we can gather. I'd like some petroleum industry person to talk about peak oil than me, some arbitrary software engineer talking about it (for a matter of credibility). I want to talk about a lot of things too and I don't think I can talk about all of it :) So I'm looking for this somebody that I want to discuss ideas, prepare content, figure out a place and figure out the facilities that can be arranged. Some college campus on a saturday would be awesome.

It might be a good idea to start a new blog/wiki dedicated to the conference. It can be a good place for people to drop their ideas.

Yeah, have been wanting to setup a wiki for self-use and this was a good reason for me to sit down and do it. I've setup the wiki now though a lot about the unconference needs writing.

It sounded like a good idea but turns out I need to be associated with a "Non profit". Might be too much red-tape for something which is yet to shape up. I don't think its right to colour this effort in any way. What do you say? Or do you know of any Non-profit that is genuinely interested in peak oil or even sustainable food production?

Yeah, heard about it on TOD back then around the time this book was released. I had thought "That sounds interesting" given all the apparent simplicity of explanation. Thanks for reminding about it, maybe I should buy it sometime. :)
