With the cat box I just think it is them being tidy and trying to keep the kitty litter from spreading
With the food I think it is instinct since in the wild they burry their food after they are done eating as not to attract other animals that might be a danger to them.
My cat's litter box is next to the washing machine. Sometimes when she's done pretending to paw at the litter, she paws at the edge of the litter pan, then paws at the washing machine. Wouldn't she be surprised if the washing machine actually tipped over and covered her stinky pile! *LOL*
She also paws all around her water bowl before she drinks. I still haven't figured that one out yet either.
One of mine also determinedly paws the edge of the litter box. Another one plays in the water dish and splashes it all over. I had to put it in a spare litter box to contain the damage. Sometimes I think they paw around their food because they want to hide it from the other kidz ;)

One website suggested it might indicate they're in a playful mood.
