Yes I would! Actually the one year I entered I played "Little Brown Jug" for a solo and got a I. I bet you can get an I since you're more experience than me.

Probably not. Choir solos, I've always got a I or II. But clarinet solos, I've always gotten a II except for one year I got a III. In my defence, my clarinet decided not to work that day and then it had to be repaired.
