Griz is incorrect. The homeowner will get the retail rate for the electricity. The difference will be that when the homeowner purchases the power, he will have to pay rate riders and grid fees and such. They don't amount to much though. I'll buy power at, say, $0.10/kWh and sell at $0.088. Not bad. During the Klein years it would have been wholesale.
