I don't know... it sounds nifty, but not everyone remembers to credit their icons. (I always do, but more often than not, I run into userpic pages that never credit anyone, even if the creator of the icons was the owner of the journal in question.) Also, not all icons on a userpic page are "take-able"; most of the ones on mine, I personally don't care if anyone ganks them as long as they attribute credit to the listed creator, but there are a few that were specially made for me and which the creator specifically asked me NOT to share them with anyone else, so the userpic comment for those states that.

Besides, that info could easily be placed in the Bio of the profile page, and there wouldn't have to be any special character limits outside of the existing one for the Bio. At least, that's one place I'd look. Frankly, what I'd prefer is a higher character maximum for individual userpic comments to , but that's a whole separate suggestion (which has probably already been done elsewhere).

My apologies for the rambliness of this

I'm not sure if most people would have one sentence to cover all of the userpics they have. The instructions could be different. I mean, you might say "credit the maker" for some userpics, "talk to the maker" for others, "contact me if you'd like to use it" for another few, and "no way, you can't use this icon at all" for a few more.

I wouldn't be exactly opposed to the idea of having a tagline, so long as using it was strictly optional, but I don't know if it would really benefit many people.

I think this is better served in your Bio section on your profile. I think it'd require too much developer time for a small feature that wouldn't be used by a lot of people. In a perfect world, where LJ has no bugs and the development team is sitting around playing Minesweeper, I'd be all for it.

Yep. I agree- put it in the bio; I think most people get to people's allpics by visiting the profile anyway, don't they?
