Prior to posting a pingback, the pingback posting process should ponder prioritizing interpersonal prohibition. (Don't post a pingback when the pingee has banned the pinger.)

Seeing it is not the issue. Receiving a notification that originates from the banned user is the issue.

Pingbacks work by checking if the poster has pingbacks turned on, checking to see if the incoming post is locked; if it's not, checking to see if it has links; if so, checking to see if those links are to an LJ post; if so, checking to see if the post it's linking to is public and that poster has pingbacks turned on.

If all of this is true, then the pingback bot goes over and says HEY THAT GUY WAS LINKING TO YOU, WANNA SEE?!

If the "that guy" in question is banned, and the original poster wants no contact whatsoever, it's a form of contact.

Actually, now that you mention it, this might work better with the killfile end of the ban-and-killfile suite.
