When a new user signs up for the mobile posting feature, or if the user sends a request command (eg. "help"), send a list of lj posting commands to the specified email address.

YES!

At first, I was a bit confused because "mobile posting" can mean a number of things, and TxtLJ already has a commands summary. But this would be indispensable for email posting.
