After a comment is deleted, allow the owner of the journal in which it was posted to use the comment's unique ID to cache the contents of the comment, visible only to Abuse.

I like this. And I don't even think the window is necessary, because I think deleted comments already do stick around forever on the servers. And in any case, if the comment is still there on the servers, the Abuse team should have the tools necessary to access it if necessary.

I believe the way it works currently is that the *text* of a deleted comment is removed, but the fact that a comment was there, and who it was left by, is kept.

The only exception is when an entry is deleted; when that happens, all of the comments on that entry are wiped entirely from the database.

I agree with this suggestion. I recall a long while back, someone told me about how they were being harassed by a troll who wrote comments and then deleted them, and no one could do anything about it because the evidence was destroyed. This system gaming should somehow be stopped, IMHO.

In such cases, Abuse team now usually has enough means to determine whether a comment was posted and then deleted.

In most cases, only action Abuse would take is require removal of the comment anyway; if it is removed already, there's no further action to pursue.

I like this suggestion better than the other one for dealing with cases of possible abuse.
