There might be some practical reasons why this won't work that I don't know about but it sounds like an excellent idea to me.

It's less weird considering that OpenID comment settings used to be completely tied into anonymous comment settings; allowing OpenID users on the friends list of the journal to comment even without allowing anonymous commenting is new.

It was explained to me that the problem was that any old spammer could set up an OpenID server and barrage LJ if OpenID accounts were given significantly more rights than anonymous users. So they'd been lumped with anonymous commenting for quite some time. But then came the ability to validate email addresses for OpenID accounts, which makes it that much more likely that there's a human behind them, and an OpenID account that someone has added as a friend is likely to be human, and if not, can only damage the place that's added them.
