Yes, Yes, YES.

I suspect this is part of the overall issue that journals can't be converted to communities anymore either (same name, different LJ status). I've had two journal names dating back to the time when this was actually the way you created communities; to create a regular journal then create them. They are just sitting dormant now because I can't change them.

(This is a test account i just created, i'm about to switch it to a community)
Are you sure it's broken?

You can't convert a journal with entries, but i think it still works.

Maybe I don't understand the problem you've having, and there's something else making it not work for you.

Perhaps it's because you've had those communities since it worked differently, maybe they did change something else and broke something.
I'd love to help you work it out.
What error does it give you on the creation page?

The conversion should work with all communities - I do not recall any problems with older comms cropping up in Support.

I'm confused. What do you mean by "renaming a community from an existing journal" (or, for that matter, "from an unregistered name"? What does the "from" refer to here? Aren't communities renamed from the community's current name, to some new name?

I assume they meant "to"?

I'm sorry i wasn't clearer, I have now changed the description.

Huh, I'm still confused. What does it mean to rename a community "using" a deleted journal, for example? You can't "use" a deleted journal for anything.

I remember a post about this in ninnuendo. You and the other mods are trying to rename ninnuendo right? To nine_inch_nails? So you want to have the name of an existing community that you own be changed to that of a journal that you own, which, based on this, should work, but doesn't because they broke it. But they only broke it for renaming communities. Did I get all that right?

As I understand it, this problem definitely should be fixed.

Ahah! The problem is that they cannot rename a community to a name already in use by a personal journal, even if that personal journal is owned by the same person? And this used to be possible?

This is the FAQ on renaming.

this is the renaming service front page, and other page

If it was not previously possible, this post would not have been authorised, as there would be nothing to fix.
In my post, it says "August 2007 was the last time i personally renamed a community,"
Although perhaps I should have explicitly stated "in this way", it was implied, because there was no reason for me to have given that information unless it was directly related.
I'll edit that into my post now.

As I understand it (and while I do support I am not an expert in this field) the rename-journal-to-other-journal-under-your-control requires the same validated email address and same password on both.

Communities no longer have passwords.

You can see where this leads.
