Allowing a way for one maintainer to gently nudge another to remind them about posting to the community, regardless of when they posted to their journal.

It may also help communities that a maintainer seems to have forgotten or has lost interest in.

No. This feature is more to ask people to update. Communities can basicallly run without maintainer posting to community. Maintainers just need to manage. You can always send them an email, or if email is not listed, contact in any other way they may have specified, such as posting a comment to some entry.
