Attach username availability notification tracking to usernames, not userids.

Short, concise description of the idea
Currently, if an account is renamed, any "this username is now available for renaming to" notifications will apply to the new username, not the old as I believe they should.

This is a good idea, but will take a bit of work on the part of the programmers. But certainly it would succeed in making users a lot happier! Pleasing the customer base should be the #1 goal of LJ.

I doubt it'd make users a lot happier, because the rename feature is not exceedingly popular. I believe there's a lot of more pressing issues for the engineering team to spend their time.

Without redirection, the old username is deleted and becomes available after it's purged, IIRC. But that's not what I'm referring to in this suggestion, so I'm not sure why it's relevant.

"Carol" could decide at a later date that she doesn't want a redirect from "Alice" anymore and ask for the redirect to be broken. Also, if "Carol" later deletes her account then "Bob" or any other interested party could ask for the redirect from "Alice" to be broken, freeing up the name. In both cases, the "Alice" name is available for the taking.
