Could be good. I'd certainly make use of it while reading some image-heavier communities.

Where would these buttons go? A floating bar, like the new comment action bar? Somewhere in the navstrip?

I don't know about your browser, but in mine I can just hit the "Home" key to go to the top of a page, and the "End" key to go to the bottom.
