Problem: spending developer time to modify a feature for the people who don't use it.

This would benefit a very small group of people - I don't think most people who make any voice posts ever hit their monthly limit, and if they're the kind of person who do, there are better audio hosting solutions out there.

This.

Also, another issue I can think of is that if someone stockpiles all their unused voice post allotments and then decides to use them all up in one month, that could possibly tax the databases. Not sure how that works exactly, but since voice posts are significantly larger than most regular text posts, I figure that having a sudden surge in the number of voice posts could be detrimental. Disclaimer: I am not a developer and I am admittedly dumb when it comes to this sort of stuff. XD;

Although, I have to admit, I would have abused something like this suggestion. >.> I have been trying my hand at Let's Play commentaries on video games, and before I got a microphone to use with my computer, all I had access to was LJ's voice posting feature over the phone. Since most Let's Plays can take over an hour to complete, in 5 to 10 minute segments, I could have easily used up several months' worth of voice post allotments for just one Let's Play. XD

Voice posts are... 6 years old, I think? 6*12*20/30 = 48 per day, if they didn't make any for that long after rollover became available. I'm not sure how many voice posts people make per day altogether, but it seems to me it would take a lot of hoarders to cause problems.

Limiting the number of voice post minutes per month seems like a rate-limiting mechanism based on LJ's level of resources. If they have resources to allow them to relax the rate limit, they could increase the monthly limit. But allowing rollover just seems like a way to make the rate limit more chaotic and harder for LJ to control. IOW, I think that if LJ has the resources to allow rollover like this, it'd be better for them to just increase the monthly limit instead. If they don't, then they might as well keep it as is.

I like this idea, but after reading all the potential technical issues that could arise, I understand why it wouldn't be feasible. :/ I would use it if it became a reality, though!
