A "registered users only" security level has been suggested before, but that was before identity accounts existed: http://community.livejournal.com/suggestions/986435.html

True, it's not really that different. I thought of it as different because I would assume that "registered users only" refers to all registered users, including identity users. I also sometimes consider suggestions to be new if they are addressing situations that didn't exist at the time the previous suggestion was made.

You really shouldn't think of Gerg's comment as anything like an official decision, though - Gerg is a tech support volunteer, but he isn't involved in development decisions. His comment there was his opinion as a user of LiveJournal.
