Permission for everyone more or less BUT WITH EXCEPTIONS:

Lain Iwakura - no one hacks Lain Iwakura. Well, maybe Tony Stark. But she is really really really good.

Larxene - She is not especially good but she is under Lain's Brohood network, which is hackable, but should be difficult.

And this is not really a permission thing but most of Toris's files are in Lithuanian. Most of Miku's are Japanese.

Claudia has the same permissions as every other hacker here. Derrick's online posts are okay to hack (even if he hasn't done a filtered/private post yet). However, anything that looks like it may go into dead brother territory is off limits. Kid's got enough to worry about without adding a hacker to that.

Also worth noting that Derrick knows Sheppard and Foxx, two technopaths who are in his mentor group.
