A while back, I purchased a pro Angel novel at Half-Price Books: Not Forgotten by Nancy Holder (2000).  I was poking around that section in the first place hoping for HL novels, but I was also in the mood for first-season AtS gen, and what really caught my eye was that this volume has no price anywhere on it, and no ISBN number, just a UPC code

Hmmm. Usually I'd assume it was the usual case of the working-for-hire pro author being moderately interested in the show in question, but not sufficiently versed in it to stand up to fannish scrutiny. But Holder's a dedicated enough Buffyverse fan to have published meta, so I wonder if you're not right on the money with the "written before the series actually started" thing. Or at least very early on
