Good use of the phrase 'bean counters.' Don't go all rogue cop on them yet, though.

I would guess that there's someone out there taking the piss. If that happens, they'd have to apply the same sanctions of monitoring to all to stop it. It's annoying to those who haven't done anything wrong, but it's an effective way to clamp down on things without singling out the piss-taker and risking inflaming the situation. You have to build a case for fairness, and gather information that can be used to say 'see, Mr piss-taker, this is how much worse than everyone else you are! This is why you're getting a bollocking!'
