I'm sorry to say that that appears to be the case.

I have little doubt that this will be a major security issue. Is the status of ShinRa or the Science Trio yet known?

I sympathise, Elena, though it seems there's no helping it. We'll just have to make do until they're satisfied with their results. In the meantime, do your best within the capacity of your occupation; nothing would be better, for now, than to continue as best we can.

Troubling. Either Rufus is affected, or he's not yet been made aware of the situation. Time will tell.
