Basically, it's spam. Horribly mis-typed spam that shamelessly violates the entirety of Russian grammar and stylistic conventions. Also, lots of letters are misplaced. In other words, Russian kids trying to do net-speak.

What he/she says is (once you correct the spelling and typos):

"Guys, Spring elections are coming up!

Come on, you guys, let's get out and vote!!!
