It implies that the boy will be raised to have free reign to do whatever he wants to girls. Which may be completely false, but the impression is there.
We can only hope the boys find it embarrassing and wrong when they see it in their baby photos years later.
I conceptually reject the terms 'rape culture' or 'paternalistic ownership of female sexuality' - that said, if someone said "men are often poorly behaved around women" or "society projects unrealistic expectations about human sexuality and gender onto people" - I'd heartily agree. The former, in my opinion is because society does a lousy job of establishing modern courtship rituals (we're in a period of transition, and have been for about 70 years, where its clear the old rules of courtship no longer apply, but there are no real new rules to replace them) and expected behaviors for both sexes, and the latter - both men and women are equally harmed by the way male and female sexuality is preordained by society, someones value in their respective gender role is defined by their virility or by their virtue (for male and female respectively) rather than any innate worth as a person they bring to the table (I also broadly reject gender roles, but I can see wide differences in how men and women approach problems so I won't say they shouldn
