It isn't an inherent part of the package. They were originally developed to treat cancer.

Of course, the treatment is prohibitively expensive for the general population, but it exists.

I used to want a timeonic fusion device. [He thinks about it, then specifies...] A *controllable* timeonic fusion device. Glower and I had a prototype and we would have been able to refine it if the project hadn't been cancelled.

Now? Just having a world would be nice, so...something that would stop the Daleks, I suppose.

On second thought,perhaps those two things aren't mutually exclusive.

What a waste. What happened to the project? Is it just sitting there until somebody gives the funding and authorization to continue?

I'm not exactly familiar with Daleks, but I'm assuming conventional weaponry wasn't enough to eradicate them? Or were you simply hindered by... politics.

...it was decided that the project should be abandoned and the CIA buried all evidence that the test was ever carried out. It was many centuries ago.

At first it was politics that hindered us, that and the non-intervention policy. If they'd sent a *real* operative early on, we could have erased them from the universe before they'd ever existed. [Narvin, *still* bitter that they sent the Doctor of all people to deal with the Dalek threat.]

Later, they'd grown too strong and Gallifrey too weak to hold them off.
