I'm not exactly familiar with Daleks, but I'm assuming conventional weaponry wasn't enough to eradicate them? Or were you simply hindered by... politics.

...it was decided that the project should be abandoned and the CIA buried all evidence that the test was ever carried out. It was many centuries ago.
At first it was politics that hindered us, that and the non-intervention policy. If they'd sent a *real* operative early on, we could have erased them from the universe before they'd ever existed. [Narvin, *still* bitter that they sent the Doctor of all people to deal with the Dalek threat.]
Later, they'd grown too strong and Gallifrey too weak to hold them off.
