It's a pun on 'Mi casa es su casa', My house is your house. The Joker's version translates as 'My Mafia is your Mafia'.

Ah, that was my guess, but the first rule of research is "never assume", so I thank you for the verification. And I'm a bit ashamed I didn't get it, as I watched that movie several times with JACK_RYDER who is a huge Batman fan. I just have a soft spot for Harly Quinn.
