В этом примере происходит отъем у большинства и раздача меньшинству. Можно и в обратную сторону. Тогда это процедура будет еще и демократичная, на каждой итерации общество будет счастливие, а politician все так же будет богатеть.

Да, так тоже можно. Но раскулачивание сейчас считается негодным поведением, а с каждого понемногу - вполне нормально, обычные налоги.
