Do author signups really close the same day fic rough drafts are due? Or is that a typo? I just wanted to know for sure because that seemed a little odd to me.......?

No, that's correct so that people who aren't sure if they can make the minimum word count before signing up but do by the time signups close can still participate. I hope I'm making sense.

Not that I've seen it yet, because I'm in the US, but can Star Trek Into Darkness be used in stories should the muses go that way?

Yes, but it will occur in rounds to give everyone an equal chance to get their choices and to get every fic an artist/fanmixer.

Over at gsd_rtfn, we've had a member ask whether they are allowed to post snippets. In the past it's been "five sentences, but no summaries", but I'm seeing from this year's rules that "no actual writing be posted anywhere". I'm assuming that means no snippets, not even short ones. Is that correct?
