I've been interpreting it for some time as an invented distraction from purely terrestrial events. As one of the classic British philosophers (Hobbes, I think?) wrote about claims to divine revelation, "he obligeth no man to believe him, who, being a man, may err, and what is more, may lie."

Most likely, the mundane explanation is the correct one. Unfortunately, if all these hearings turn out to be a "wag the dog" exercise, it could give fuel to the "moon landings were fake" conspiracy theorists' arguments, letting them say, "see, the government has just been caught lying, so why wouldn't they also lie about the moon landings, since those were also to their advantage?"
OTOH, it's also possible that some of these UAP's are not fake, but issues with military ranging systems that the military had been keeping quiet in order to avoid letting enemies know about gaps in our ability to detect incoming enemy fire - but Congress doesn't realize that, and by pressing the military for disclosure, has actively endangered security.
That said, I still remember the time when I had a particularly vivid dream of hearing a radio announcement that the US had established contact with extraterrestrials and diplomatic negotiations were underway.
