I don't know if/what your store may have in print about harassment, but I'd look over that first and then file a complaint in writing if this keeps up.
For some places it doesn't even have to be necessarily sexual harassment--intimidation, failure to follow chain of command and restriction of duties/promotion/etc can also be violations of policy.
Or if the only people he is keeping tabs on are the women, you all can submit something in writing together. Because that issue can be have larger consequences for the business.
And even if there's nothing in print, you're still right, a personal letter could mean all the difference.
