Almost all furniture fabrics and all drapery fabrics are treated for flame and fire retardant if they are sold in the US.

Personally your test can only work on non-treated fabric. Even my real nice silk drapes I bought -state flame and fire retardant chemicals have been added.

Then if it was treated for flame retardency, it would have stopped burning on its own, like silk does normally. It kept burning and burning, so I had to stop it.

And bleach testing showed a small amount of protein fiber gone, presumably silk, with a whole lot of something else still floating in the bleach, including dark fibers which didn't get affected at all by the bleach. If it had really been 100% silk, then it would have been eaten by the bleach, just like my wool samples have done (wool also gets destroyed by bleach).

My opinion: This person is a condescending ass and you should get your money back. Give him back his fabric and let him whine.
