"Be Prepared" is an excellent motto, especially with all the goings-on of the last couple years in the wizarding world. It's going to take quite a bit of cleaning-up I fear to set things back on track.

Did Julie get wizarding education in the US then after her abilities surfaced?

Not a formal education, as she doesn't have the power to cast the full range of spells -- neither she nor Hjordis can cast even a simple Wingardium Leviosa -- but the U.S. Department of Magic, in the person of Effie Kramarczuk, kept tabs on them until Effie's untimely demise fighting Death Eaters in the late 1970s.
