Is the idea between Warlord/Warlock to give bonuses to your allies and penalties to your enemies?

The article described the warlord/warlock meld as being the technique of the Bael'Teroth empire (the old tiefling empire). The idea of having a character trying to follow the legacy of her ancestors appealed to me, and gave me a bit more of a role-playing hook than just "show how good a tactical warlord can be."
I'd have to look back through for the mechanics, but I remember it emphasized polearms, and there was an early power that provoked attacks which allowed the warlord and allies to retaliate. That sounded like a good combo with hellish rebuke. Taking some warlock powers would also give me a reason to take hellfire blood, which was seen as a family trait when my roommate and I created the wizard and warlock.
