There is probably a more mundane reason. This is your Android phone, yes? Anything can dump pictures into your photos directory. (Most of our apps do it!) I think it is a newswire image, so I'm guessing it was on a web page that you were browsing or something. Either some weird gesture saved it to your folder, or else it decided to cache it there, and then clean it up later.
Dunno. The image is in the public domain, anyway, so don't worry about the DoD coming after you!

I don't use my phone for anything but Facebook, calls, and texts. I don't use the browser =/

In that case, I'm betting it was something someone on facebook linked. I ignore most of the crap that people post, but that looks like something someone would share on Facebook.
