Have you ever had a random photo show up in your cell phone's gallery that you KNOW you did not take/was taken somewhere you/your phone would not have ever been?
There is probably a more mundane reason. This is your Android phone, yes? Anything can dump pictures into your photos directory. (Most of our apps do it!) I think it is a newswire image, so I'm guessing it was on a web page that you were browsing or something. Either some weird gesture saved it to your folder, or else it decided to cache it there, and then clean it up later. Dunno. The image is in the public domain, anyway, so don't worry about the DoD coming after you!
In that case, I'm betting it was something someone on facebook linked. I ignore most of the crap that people post, but that looks like something someone would share on Facebook.
