Decision Deferred?

Tony Blair has promised a decision next week on whether Catholic adoption agencies will be able to opt out of gay discrimination laws.
The prime minister said there could also be a Commons vote, saying it was important to find "a way through this sensitive and difficult issue".

deferred? both Stonewall and the Times are claiming victory already

apparently the agreement and compromise reached by Stonewall negotiators is that there won't be an exemption, but adoption agencies will be allowed up to a 6 0r 12 month transition period.

and oyu can hardly say the government caused the controversy... only 2 members of the cabinet are responsible for that, and every other secretary and minister who's made their views public have criticed those 2s apparent decision.

They're claiming victory on no basis; look at what's actually been agreed, and its not so much as even governmental second thoughts, just that they'll pass the buck.

And it is the government who caused the controversy, in the persons of the Prime Minister and the Communities Secretary (not her full position but...). The fact it is not the full government does not mean it is not the government.
