I just asked an Hispanic teen in the neighborhood about the tags.
VL is definitely Vato Loco. Sur 13 is the name of a gang, which has nothing to do with VL or MS-13. (Hispanic gangs often put the number 13 in their names). "BPS" did not ring a bell.

"SUR 13" would be the name of an Hispanic gang (that identifies with the "south"?)
"Fuck MS" is obvious
The BPL are the "brown pride locos" (Hispanic gang active in the area around Mt. Rainier) so I'm wondering if BPS is another gang or an offshoot.
I don't know anything about "VL"
Next time I get the chance, I'll ask some area Hispanic high school students if the names mean anything to them.
