I'm well aware of the state of the newspaper industry and the economy in general.
"Fund it" is just a saying! An idiom indicative of approval of the proposal put forth and a desire to see it come to fruition, as such the speaker obliquely roleplays someone who is in the position to make an executive decision allowing that to happen! Similar/related figurative turns of phrase include various iterations of "I am interested in your ideas and I would like to subscribe to your newsletter," (as in the keywords of my icon) or just referring to things one says as "executive decisions" in general.

I spent Passover with my sister one year. She lives in the Netherlands. We were preparing for Passover, thought we had covered her entire house from top to bottom and all the little crevices in between. As you can guess, three days into Days of Unleavened Bread, were were pulling out a container of Almonds when what do we see.....a 2qt container full of ginger button cookies! We looked at each and said....."HOW did we miss those?!"
So, yeah, if someone could write a Spock/Uhura Passover story, that would be great!
