Anything usable from the Lilith episodes? Jus in Bello springs to mind when she walks into the police station. Then there's No Rest for the Wicked, there's a point where she isn't Lilith and then again in Yellow Fever.
Dean's daughter Emma is a little tyke at one point and also perhaps try the tooth fairy one and the teddy bear doctors too.
For other shows, there was a series shown this year called Believe about a little girl with special powers, I didn't keep up with it, but it might have some usable footage if you can find it, although she might be a little older than you're looking for, but close up shots can be deceiving.
I remember that 3x02 had a shot of little changeling girl coming up to mom, dripping wet, after mom tried to kill her. Pretty sure all we saw are her legs at first.
