Simply said, there was quite a bit on Eraqus' mind. He very nearly refused to join Xehanort but exploring the Disappearing District may clear his mind enough to learn a few more things about this world they were trapped in. Perhaps even speak with the locals and learn the history of their world through their words instead of through books.

"Eraqus. Let's get moving." he replied with a quiet voice, a serious face, and moved his hands before turning to the entrance of the district, walking inside "I am very curious about this district, it appears to be a fascinating place. But beyond that, I have much important and urgent matters to discuss with you."

This could easily be discussed in one of their homes, in the park or elsewhere. If these matters were so urgent, they wouldn't be discussed in public where people are currently enjoying the festivities.

First off..." he says, then pauses for a few seconds, he knows Eraqus is going to be worried at that, but, considering he is supposed to be from early in the timeline, Xehanort doesn't know it is a touchy subject "I wish to speak about the Keyblade War."
Once in Eraqus' past, Xehanort went to speak of this with his old friend. And when Eraqus refused to understand Xehanort's reasoning and to help him... Yes, Eraqus probably remembers what happened last time Xehanort discussed of that with.
