Did you read the "Return of the Goblin" arc from several years back, by Paul Jenkins and Humberto Ramos? It was pretty much all about why Peter will never kill Norman (even when, as in this story, Norman was deliberately pushing all Peter's buttons to actually encourage him to do so). I loved it.
I hated the very end with Norman seemingly considering suicide (as opposed to Spidey-assisted suicide), but otherwise, I think it was probably the best arc of Jenkins' fantastic run on Peter Parker: Spider-Man. And yeah, it explained the dynamic between the two perfectly.
That arc is also why I'll always like Ramos's art. Sure his Aunt May was vaguely terrifying, but the weirdness of it really added something to the Spidey/Goblin scenes.
