I made myself a Han-fu (beige fabric trimmed with silk that has golden Chinese dragons on a blue background, with a matching silk belt), cut in the male style (meaning straight lines rather than curved edges), that comes down near to the ground and is generously portioned for me. Worn with a pair of simple pants (if you don't have suchness I would suggest beige or blue scrubs, for something that can be got cheaply and easily) it should fit the first bill - it can be further from the ground. Let me know if you want to test-drive it to make sure it'll fit, as I'll need to finally get around to some minor sewing repairs to the trim (turns out running around in the woods is not so great for silk ;P).
I have been noodling about with finishing my deel, which is fairly close to a traditional Chinese robe. If I do, I will be happy to loan it to you. (But it probably shouldn't be counted upon.)
Possibly more usefully, I have a red and gold cotton tabard with gold crosses on it that you are welcome to borrow. You'd need a shirt for underneath, and it's fairly clearly "generic fantasy renfaire" type garb, but it's the right colors, at least.
My friend Peter the Red's colors are red and gold, but I don't know if I'll see him before Intercon.
