In UK, if a mobile phone starts (or appears to start) with +44, is that just replacing a 0?

ie mine starts 07, so it could also appear as +447... etc?

And why do some mobile numbers appear with the +44 and some without?

44 is the code to the UK, if you're calling from another country. It does replace the 0 - you omit the 0 if you are putting a 44 in front, but there will probably be another 0 at the beginning, because if someone is calling from another country they also have at the beginning the code for phoning outside of their country. Like, when I lived in Canada, and I wanted to phone England, I would phone 01144, and then the number I was calling, minus the 0. The 011 was for phoning outside of Canada.

Hehe - don't know if that makes any sense, or if I've made it more confusing! :-)

I was mainly asking because I've been trying to make a list of numbers for swapping from my old moby to my new one (different networks). I just wanted to be sure that when I encountered a "+44", I could just put a 0 (or vice versa I suppose), and not have messed the numbers up.
