As for mind control~
For Gokudera, mind control is okay. He would probably notice after some time and fight her off though.
For Stocking, not okay. She's an angel, not a human, so I imagine she'd have some sort of protection against it.
For Atlas, Vriska is welcome to try. However, Atlas's mind is a closely guarded treasure. He's a conman and essentially a criminal mastermind, so to have someone in his head is the last thing he will allow - his chains of thought are less than simple and he's always steps ahead and so he'd notice if someone was fucking around up there. If she tries, he will fight back, and may even end up trying physically harm Vriska for daring to. However, she can simply put him to sleep.
For Shaun, mind control, you can certainly try. I would assume he would put up a bit of a struggle though.
As for the quirks, Vriska's don't seem as extreme as others, it doesn't bother me too much, just when her posts become littered with 8's, then I really struggle understanding it and it does bother me then. So I'm okay with the 8's when it's mild but when they're always used, I'd rather not have comments with them.
It gets a little easier once there's rhyme and reason to the text. Dealing with KARKAT WHO TYPES LIKE THIS and Kanaya Who Types In This Fashion and T3R3Z1 W1TH H3R CH4TSP34K are all easy, but at least Vriska isn't like F-EF-ERI wit)( )(er quirk. :| Oh God and 2ollux... hii2 quiirk...
Going on the MSPA wiki and reading a few Pesterlogs will help your eyes adjust, but the beginning will definitely be painful :P Before MSPA I couldn't even deal with the fact that the humans all speak without capitalization.

I'm used to such things because in a private RP my friend's character has broken up with almost every one of my male characters... including Lovi, Kaoru, Matthew (Canada), and is currently dating Antonio's ex-husband >3>;;
Which reminds me I should probably note that the turtle is a small Lovi x Tonio fanservice, even though I really don't mean it that way... |D;; The fangirls for that pairing disturb me in the extreme.
