That's absolutely what it is: guidance to ministers. A good clue is in the document's original name "Questions of Procedure for Ministers". It's certainly not a law whose breach attracts sanction, and it can be changed or interpreted by the Prime Minister as she/he sees fit. (Though I think it's currently looked after by the Cabinet Office.)
