Of course it is. "On a scale of 1 to 10" is understood. 10 is bigger than 1. 10 is the biggest. Who uses 1 unit of oppression to be BARELY oppressed?

I used 1 unit to represent barely oppressed (because 10 is bigger -- so 10 means bigger oppression).
