If collaboration on one story or illustration is allowed, why is it you can't collaborate on one entire illustrated story as a writer/artist duo?

Because the idea is to be matched up with someone to illustrate the story (or vice versa in, say, the mini bang), so picking who you want to work with doesn't require participating in SPBB. An artist and a writer (or teams of multiple artists/writers) can hook up and work together whenever they feel like it.
