Point 2: 172, 211
Depending on your picture you may not need a curves layer.
It depends on how bright you want it to be. You might need to
play around with it.

3. New Layer > Levels
RGB: 26, 1.27, 255
Red: 30, 1.61, 255
Green: 0, .96, 255
Blue: 0, .72, 252

4.New Layer > Fill Layer #221a04 set to exclusion

5.New Layer > Fill Layer #8981bc set to softlight

6.New Layer > Levels
RGB: 14, 1.54, 255
Red: 0, .78, 255
Green: 0, 1, 255
Blue: 45, .85, 255

7. Add Text, Brushes, etc.
