I don't think there's anything wrong with it in itself, but whether or not any particular incident is actually okay depends a lot on the reactions of the people involved. I mean, if the girl is mortified, it's not okay. If the guy goes all leering pervert, then it's not okay. But if both are kinda blasé about it, then who gives a damn.

Personally, I don't give a damn if someone sees me in my bra - probably wouldn't care if top-naked, but that's just uncomfortable - but I like to have pants on. *shrugs*

Oh yeah, if the girl doesn't want to be seen in their underwear then it'd definitely not be okay. It's more like, if you don't care who sees you in your underwear why are other people apparently so appalled that you don't care who sees you in your underwear? idk. Guess it just makes them uncomfortable.

Lingerie is usually really thin, and so has a better chance of being see through/accidental hard nipple poking through/etc. Also visible underwear stains from unavoidable circumstances and all that.
