Generally, Seth is very mindful of other people's privacy and isn't powerful enough to pull this off on a regular basis OR go against more powerful espers, but here's what he is capable of doing.
1. Jedi Mind Trick. Sort of. He can feed you false images and convince you that they're real, or wipe some minute detail out of a recent memory (the fact that he was standing in the corner of the room during a bar brawl, for example). Both effects last a day at most, although you will be unlikely to know what he did unless you also have powers of your own.
2. Lockpicking. Sort of. His race has perfected a technique for opening every sort of lock. Ever. All difficulties. I'm downgrading this to 'all mechanical locks and simple electronic locks', but that should still cover quite a bit of locks available in the Wasteland.
3. Tracking. As long as he meets you within a 2-mile radius of a place you frequent, he can find that place regardless of whether you're there or not.
So I suppose the question is : should he ever find it necessary, can he tamper with your character's mind temporarily, open your locked doors/containers, or try to find your hangout spot/secret evil base?
I'll always try to plan things out with you beforehand should something come up, but it would be nice to know what is and isn't allowed.
What's allowed with him
I'm a pretty reactive RPer. Basically, as long as you're not killing or permanently injuring him, anything goes provided that it doesn't conflict with a running plot. Keep in mind that IC reactions may not be pretty, though. Seth is too wimpy to hurt anyone unless he's really angry (as in, 'you killed the person I loved most in front of me!' angry) or your character is somehow wimpier than he is, but he can stop talking to you forever or send hate mail to the press.
Relationships : Everything's fine. If, however, for some unfathomable reason a character decides to romance this guy, please keep in mind that it WILL take work and billions of tons of CR. He's very, very much in love with Shonach, his canon love interest. It will take work. He will have dozens of issues that probably aren't worth the work. And also, I can't write smut to save my life.
Backtagging : Bring it on. If it's older than three weeks, however, I'd say we should give it a rest.
Threadhopping : Sure, why not, as long as it's not on a private, dechipped tag.
Winning a fight against him : I'd have to be godmodding the fight to hilarious degrees to make Seth win, dude. He's practically apped to lose fights. However! He can do cheating things like mentally breaking your fingers/nearby things for distraction and then run away like the ninja, so no pulverizing beatings unless we okay'd it beforehand. This is less because he's super precious than 'I don't want to RP recuperation angst without some mental preparation', so uh.
On fourth-walling : He's aware that his mother is a literary figure (the Little Mermaid). Otherwise, no. If you discuss The Little Mermaid too much, however, pls be aware that he might start tl;dring you.
