I'm not guessing their preference, what I am guessing that they rank low in whatever hierarchy they are from. Think about a town mayor in a kingdom, they are just the visible face of the ministers, marquises, counts, and other rulers. Not sure if you get what I'm saying.

So you support that theory too? That the freaks actually report to some higher, creepier power? I've thought about it too. Though sometimes it's just too infuriating to know just how very much under their thumb we are.
