That's...during the Industrial Revolution. Well, near the end of it, if I remember correctly. From what I've read, there was a lot of social injustice at the time, and it wasn't very clean.

Matters which are obvious in hindsight might not be seen the same in the present. While there are certainly those who have been wronged in this era of progress, I cannot say I have much to compare about it's state of cleanliness.
