Unless you wish to make this a two-victim deal (as in, the two were walking together and Ryoki attacks them both), try to keep separated threads for each of you.
Those who are in this just for fighting/confront also post here and follow the chronology the same way as described above.
Victims are allowed to meet the team that will capture Ryoki, on the thread below. Those who would like medical help also have a another thread for that.

She hadn't forgotten about it when she ran into him on the street. Holding something that was on fire. This would end well.
After a deep breath, she called out to him. "Ryoki? What are you doing?"

At first he didn't even bother to listen to Lili, but his eyes noticed her and he turned his head. He didn't smile, nor laughed like he'd usually do. This wasn't funny. This wasn't funny at all.
"Burning this city down." he gave one step closer to her "Do you want to burn with it?"

Neji is currently stalking Ryoki so he will coordinate how the team should follow (since Ryo is leaving a trail of fire and destruction behind him, and he isn't following a specific path).

Karkat, following Neji's intelligence, was one of the ones keeping on Ryoki's trail. It was kind of pissing him off. It seemed like they couldn't go more than a few weeks without someone losing their mind and going bugshit all over Death City, leaving people laid up in the horrorspital. Screw Madness and Witch hexes; at this point it felt like all the other side really had to do was wait for Shibusen and its guests to wreck themselves from the inside.
He made a brief memo, his first since returning to Death City, warning the other trolls to stay off the streets yet again, then took off down a side street in an attempt to cut Ryoki off. He had another reason for trying to shave time off the run, too. He still wasn't sure what exactly had happened to Naruto or of Sasuke had been involved at all, but if both deputies jumped into this, there ( ... )

Who saw didn't matter, not since his point had been delivered to the one person it mattered.
But when the alarm went off, the spark Sasuke had thought he'd lost had been rekindled. The name was one he recognized, he was sure he'd had an altercation with this man once before, and he would have been more annoyed if he wasn't enticed by the prospect of the fight. He had energy, and now a place to expend it.
Plus, it was aggravating, having these idiots making a scene when they had bigger things to worry about. Amaterasu will have the Calming wavelength to aid you all, so that’s a plus. It’s also a plus if you manage to tire him out, because he’ll surrender to you freely. Unless you wish to knock him out, that can work too.

Ryoki had no explosives left, but he had a crutch he stole from Tenten. He didn't particularly remember fighting her nor how he got the crutch, but it didn't matter. He was nearly there, anyway. And once he got to the desert, a bomb could drop on the city and he wouldn't care less. He just wanted to get the hell out of there.

There's a distance maintained between her and the boy, but her head is high and muscles tense as her ears swivel forward. Amaterasu wasn't growling; not yet at least.

Not until he saw the flickering lights... The street lights weren't orange. Didn't flicker, either. Then, he smelled smoke. A fire!?
"Shit!" The tiered layout of Death City let him see that it wasn't just some random house fire... the smoke and lights told him all he needed to know.

Instead he found Ling just touching down to the ground and seeming to regret that decision. Kanji tried that once at home. Never again.
"You're that guy from the other day," he said, a tone of warning in his voice. Was he the one that did this!? His grip on the chair tightened.
"The hell's going on!?"
